Specifically, it describes the approach to frequency made for RI 8507 in the late 1970`s and suggests future possibilities. Part 1 discusses frequency analyses methods including zero crossings and its variants as well as some Fourier methods. The first two of these four issues are highly relevant to regulatory compliance and safe vibrations as measured at the compliance stations and are addressed in this paper. These issues were frequency determination, response measurement, control of vibration through design, and the use of scaled distances for amplitude estimates. Because the criteria in RI 8507 are used in assessing current blasting, key questions were raised about how protective these criteria are and whether they used the most current or, at least, the most conservative (protective) analysis procedures. As part of a review for its project report, the Bureau had to address issues on the adequacy of the safe blasting criteria and analysis procedures in its 1980 report RI 8507, Structure Response and Damage Produced by Ground Vibration From Surface Mine Blasting. In the period 1989 to 1994, the US Bureau of Mines assisted the Office of Surface Mining, Reclamation and Enforcement (OSM) in studying a high-complaint situation near an active surface coal mine.
